    Turn a forecast need, a regulatory commitment or a queue of connections into new or reinforced network assets in service, with their cost approved and recovered through rates, a price control or tariffs. Where Acquire-to-Retire (VS-210) follows any asset through its life, this stream runs from network planning through regulated cost recovery.

      Compare building, non-wires alternatives and flexibility, and pick the option with the best cost and risk over the asset's life.

      Place the project in the regulated capital plan and win approval for it in the rate case or price control.

      Design the works, secure rights and permits, buy materials and services, and build to the design.
