Transmission System Operations
Operate the high-voltage transmission system securely in real time and, where the utility is the balancing authority, keep generation and interchange matched to load, so the bulk power system stays within limits, coordinated with its neighbors and able to recover from a wide-area collapse. Distribution control and market participation sit elsewhere.

In scope
- Real-time analysis and control of the transmission network
- Balancing generation, interchange and frequency within a balancing area
- Coordinating planned transmission outages with neighbors and the reliability coordinator
- System restoration plans, black start resources and operator drills
Out of scope
- Distribution control room operations (see BC-1530.10)
- Bids, schedules and settlements as a market participant (see BC-1570.20)
- Transmission planning studies years ahead (see BC-1510.20.60)

- BC-1590.10Transmission Real-Time OperationsKnow the real-time state of the transmission network, test it continuously against the loss of any element, and act before flows breach the limits that keep the system secure.
- BC-1590.20Balancing & InterchangeKeep generation and scheduled interchange matched to load second by second within the balancing area, hold frequency within limits and keep enough reserves to recover from the loss of a large unit.
- BC-1590.30Transmission Outage CoordinationPlan and approve outages of transmission lines and substations so work can go ahead without leaving the system insecure, coordinated with neighboring owners and the reliability coordinator.
- BC-1590.40System Restoration & Black StartBe able to rebuild the power system after a wide-area blackout, with a current restoration plan, black start resources that are proven to work, and operators who have practiced it.
