Value Stream Stage

One step in a Value Stream, defined by the value it adds or the decision it produces, with an entry condition and an exit condition that make clear when the stage is done.
Each stage in this catalog names the capabilities it relies on, L2 by preference, and says what is decided or produced, not which team does the work.
